The creation of the Welsh Assembly in 1999 was seen by many as an opportunity to create a new kind of politics. Devolution, it was believed, had the potential to revitalise democracy, while successive governments and politicians invoked a Wales of universalism, community and social justice. This was the ‘Welsh way’ of doing politics; more progressive than elsewhere and rooted in social democratic traditions that were seen as being natural to Wales.
